Risk appetite fails at the translation step. The board agrees a qualitative statement, and nothing downstream changes because no limit, trigger or escalation path was derived from it.

Making it real requires a small set of quantified metrics per risk type, each with a limit, a trigger below the limit and a named owner. Fewer metrics, monitored seriously, beat a dashboard nobody reads.
